With rates high, I don't see much changing in the market as buyers struggle to afford a mortgage. 

They still all use standard HUD forms though l imagine.I'm curious is it federal,state or county legislation that creates changes between HAs?

The definition of poor initial cash flow has changed with time.

Lender A misses this or doesn't have this knowledge and then tells you a week before closing that your rate is changing because the program they quoted wont work once the issue is caught. 

This might change your timeline, but better to get in from a position of strength than have this conundrum.

I don't think 2025 will be a lot different then 2024 unless the economy changes.

Not much really changing on that front, it is what it is.
