There is a high level of need in most areas, but unfortunately, the landscape for payments for these services is VERY volatile. 

I will not completely swear off flips, I just like the cash flow potential instead of the volatility of hoping a flip sells. 

True market value of a property is what a willing buyer and seller agree to and that's a volatile, moving target.If you're determined to follow through, gather your evidence and talk with an attorney (and I'm not one). 

Yes, the market has had ups and downs over the years, as all markets do, and will continue to have volatility, but I'm talking about the long term ... as I said, I don't care so much about the short term except to ensure that I can make it through any short term volatility.

It will not be good for communities as it will lead to signficantly greater volatility in pricing.

If you work in a service industry or are hourly wages, you want to be more on the 12 month range since you also have higher wage volatility.
