Has plenty of experience as a developer dealing with Zoning boards and neighborhood committees and is very active on these forums.If you have the zoning and square footage requirements (I’ll post the link on here once’s I’m in the office) then you can do it by right- you’ll just need to sift through some bureaucracy.

If you submit building plans to L&I that include off-street parking, it will kick off a "refusal" and you'll be required to pursue a zoning variance and approval from the local RCO (neighborhood zoning committee) and ultimately the ZBA.

At very least, this should include your accountant, your attorney, your insurance professional, and perhaps an experienced RE investor colleague you know and trust.Meanwhile, you're going to have to chair this committee, so you'll need to continue to get smart on investment options and opportunities.

Sometimes banks sub out this kind of stuff to a realty company but ultimately there's probably some kind of committee or board at the bank that makes decisions on these sales.

If it goes further you can have an LOI from Starbucks and then committee will usually come out to tour the site in person.If all that goes well and engineering looks good for water usage requirements and being able to get a drive thru in then might move to the lease stage.
