Per City rules, if this passes it cannot be changed for 5 years.There is a lot more information about this referendum, how poorly it is written, and how dangerous it will be to both investors and renters (especially those who it is supposed to help!)

The fact that there have been multiple referendums  done in the island without reaching a conclusive decision on PR's status is largely swayed by the fact that the US Congress has never legitimized a referendum nor has ever shown any indication of supporting a change in the status quo.

In fact, a few years back, shortly before closing, the City had a referendum / initiative to ban STR;s entirely.

If you are thinking of investing in an “initiative and referendum” state (where citizens can initiate ballot questions via petition) be doubly careful.
