In essence, you're going to get what you pay for.If you're making simple revisions to a rehab you may be able to avoid hiring an architect by sitting down with your contractor and a pad a graph paper and sketching the revisions that you want to make.

Add rocks/or concrete pad as per what your city will allow.

There can be a lot with an RV pad, a cabin, a manufactured home, and a home that's a million dollars plus all right next to each other.

We wanted to use this 500 sqft addition in the back that has no windows and is on a concrete pad as a garage.

im sure there would be a limitation, but to make someone whole it needs to be fair,  and the award may be for more than you may expect, WI is a pretty LL friendly state for the most part,  also keep in mind no one is proving the actual cost, and carpet and pad as well as installation costs have a wide range of prices. 

I bet a lot of the smell is hanging out in the carpet and pad as well as in debris in the coil if filters weren't changed frequently.
