I question when these PE groups start wanting to unload their newly inflated parks who is going to be willing to purchase them with no further upside.

Try networking locally with real estate groups, investor groups, rental owner associations, a local REI, etc. 

He hosts a number of great networking groups, all in MO now but as he said, they draw investors from IL too.  ...and he's my Cahokia expert / go-to guy!

I would recommend attending local real estate events and checking out Jax Real Estate Investor Facebook groups.

I would like if you ever need a licensed GC to do renovations/Tenant Improvement projects I have a group for that.  

There's no step by step guide but there are key things : Learn: RE strategies, what interests you, what do people in your area need.Connect: find a mentor, accountability group and be around those doing what you want to do.Help: solve problems- do people need dealflow, property mgmt, construction expertise, etc.
