"Positive" or "Negative" impacts are relative.

I look at these numbers as somewhat pessimistic -- that's why I'm showing negative cashflow on the first strategy, which is obviously presented as a positive cashflow from several leading turnkey firms.

Both cities get so much negativity, you can even see it on here, so I'm happy anytime either city has some success.
