Specifically in regards to physical aspects of the home to look for, I would include the big ticket items that can easily be identified such as: roof, HVAC, windows, siding, foundation (obvious dysfunction), signs of water damage/pests when able etc.

Unless you own where nobody wants to live, or have units with dysfunctional layouts, I'd say the best defense against vacancy is a fair price for a nice unit, add on some respectable management for good measure.

When you factor in those additional costs (vacancy, eviction and higher repair cost) not to mention the mental anguish of dealing with socio-economically dysfunctional people those 2 and 3 percent properties are probably not as good a deal as on paper.

There is a dysfunctional heating system, broken and missing radiators, knob and tube wiring going to A panel with  fuses instead of circuit  breakers, and all of the bathrooms and the kitchen are got job.
