There is an area in San Diego (city Heights) where almost every property has an unpermitted unit.

Back to your question - Harter Heights area is very solid.  

The property I want is in Cleveland but I am also interested in Maple Heights which is part of the same auction.

Most important is lot size, and basement  ceiling height.  

My wife and I have a child as a member on each property(last man standing gets it all). 

If you can find a good deal in Harker Heights, those properties typically rent the fastest.
