He ignored several attempts and only got involved when we sought outside help but has again become unresponsive.

Definitely follow the regulations in the area and if permissible I would offer to attempt to find an acceptable tenant and terminate their lease when that happens but in the meantime they will need to continue to pay.

I would let the tenant know that you're attempting to resolve this further with the Title Company on their behalf however they should remit rent to you immediately and file a small claims filing against the seller to recoup the rent. 

The investor “gave up” after numerous attempts to sell the lot or get a “refund” from the county proved unsuccessful.  

This will be very important if you are attempting a long distance BRRRR.

It seems like shes afraid of what you're going to do to her so shes lashing out in an attempt to keep her living the way it is.
