You can usually call the towing company and they can confirm what the law allows.In my City, if I have a sign clearly stating NO PARKING, any vehicle can be towed.

Have you confirmed what, if any, HOA/condo association rules there are about rentals?  

Tell them you would like to speak directly to the tenant to confirm the work was done with pictures.

I suspect the seller's atty will tell you (s)he is not/was not your attorney and therefore does not have liability to you and that you and/or your atty should have done your own due diligence by confirming if there was a balance on the account. 

If you have never dealt directly with an inspection report it is DESIGNED TO SCARE YOU!  

You need to extend closing long enough to confirm the damage will be 100% repaired to your satisfaction.
