I'm thinking that there almost has to be something huge wrong behind the scenes, like the roof, or termites, or even something criminal happened in the house and now the owner is scared to live there. 

I think that if the police had been given permission to do something in the beginning [and this is colorado, not california] that the criminals would never have gotten into their heads that this was THEIR house. 

If he is just in jail for a week and finds out his stuff is gone and the locks are changed you might have a problem (either legal, or just with a known criminal smashing up your windows).
