I also agree I would be planning on separate utils, and informing her of when the work would be happening (soon, early in the morning starts) and that you plan to install all new electric heating to address her concerns with the response of a boiler system, which she'll be paying the bill for (assuming she moves, don't actually do this, electric heat is only cost effective in parts of Canada near Hydro plants).

Yeah its a PITA and takes some work and 99% of the time you will never see a dime, but there has to be SOME action to hold people like this accountable or the next guy suffers the same fate and the tenant just keeps moving down the line.I get the $$ aspect..... you may spend some more time and $$....and you wont see that $$ back..... but sometimes you have to do the RIGHT thing.... not just the easy cheapest thing..... that's my opinion.File all the eviction paperwork so its on record....file in small claims to the max allowable...... spend a few hours in court....get on legal record and then move on

You need to do environmental studies, and stay away from parks that have their own sewage treatment plants or septic systems.I was interested in investing in parks as a diversification from multi family.
