Not raising rent makes it look like you are a great landlord.

The tenant must apply but the part the landlord has to fill out takes all of like 10 minutes.

I would pursue both and see what lands.  

We have a commercial lender with better terms and the upfront investment is similar to a fix/flip.Investor gets into a new build with as little as the DP on the raw land.

I saw there was a new House Bill that came through last year (2023), and added a new subsection to RCW 59.18.280 which does mention RCW 59.18.260 about the checklist requirement for the security deposit:(4) The requirements with respect to checklists and documentation that are set forth in RCW59.18.260 and this section do not apply to situations in which part or all of a security deposit is withheld by the landlord for reasons unrelated to damages to the premises, fixtures, equipment, appliances, and furnishings, such as for rent or other charges owing.This is the new "exception" (per the title of the RCW59.18.280).

Don’t do houses, just land. 

There are other factors to consider, such as the quality of landlord-tenant laws, the court's ability to protect landlords, the ability to find a quality property manager, etc.

The lease states: Landlord agrees to make all necessary repairs to structural portions of the Premises, including the roof, exterior walls, foundation, and exterior sewer line.When preforming agreed upon repairs all the toilets were flushing and operating, not clogging.The tenant has been occupying the building for two months and emailed me yesterday saying that all the toilets were clogging.
