We do find out in the next few days that it was the park which had the meth explosion just one day before we bought it and it was all over the news for several days because sadly a 4 year old girl was severely burned.

I don't know much about it yet, but what I understand is that it's a "loan" to put in energy efficient systems.

@Kyle Hipp, I'm especially curious if you're running your AC a lot in your test, as we have the same weather.Our dehumidifer is Energy Star, and we water plants with our dehumidifier water to try and save a little, but would welcome not having to use it!

I follow it up with an introduction letter, lease, tenant application (make sure no criminals but I ignore credit check on inherited tenants and so far have not been burned).  

I would definitely not recommend doing a mailing campaign as that could burn through your 5k really fast.

Am I better off just trying to maximize the building's energy efficiency as much as possible, or is it worth trying to convert these expenses over to the tenants?

Will they sign something saying they take full responsibility if the house burns down from the electrical system?
