@Jeremy Marshall - as an upstate NY investor who has experience with many of these heating methods(natural gas forced air vs electric resistance heat, as well as gas/steam, oil/hot water, natural gas space heat,) I strongly recommend natural gas forced air over electric baseboard heat.

Considering the potential costs you mentioned are so high, I believe it is worth it to contact a professional. 

Remember this is your property not the governments.In your example if you believe the older individual is a better choice based on their personality and how that may impact your property you are in fact not selecting them based on age at all.

It can be a nightmare believe it or not, to the point where a professional tenant can make your life hell.

I will probably buy mobile homes and bring them in to rent them out as i go (i know most people dont believe in this but in WV you can get $675 for a clean 3BR mobile home that you would have an all in cost of under $14k for the MH/moving/etc.)Im curious as to what you would pay for something like this?

I believe they also perform cleaning and maintenance.
