There were many programs to help owner occupied individuals, but not investors.

He has been doing the financials for another local startup business for the past few years and knows far more than I do about finances and is currently enrolled in an MBA program. 

I would reach out to the cities EDC board to find out what is needed and fulfill that need, once you have identified where you add the value you can create a program for your investors.

Take a look at what the tenant is receiving and see if it's the signing program, the lease document, or something entirely different that is making them run.Hope this helps.
