If you are renovating, and pulling a permit they will most likely require you to redo the wiring for the needed dedicated circuits (fridge, dishwasher, microwave/hood, etc) and to meet current codes (locations of outlets, GFCI etc).

Sadly just getting rid of the tenant does not get rid of the bed bugs because they can hide in outlets, carpet and so on.....
