Not so much wetland delineation (need really strong plant ID, soil science, and ecology knowledge) and wetland/waters permitting unless they specifically stumbled into/specialized in that field.

If you're open to working remotely there are several great REI specialized tax pros here on BP who work with clients all over the country. 

The municipality isn't considered to be very landlord friendly so don't expect any special favors or for them to budge.
