The guy wants to be paid for his time to put together a very detailed breakdown.... 1k on a 75k job is not going to break the bank for you and if after the breakdown, you have issues and want to back out, then consider it the cost of doing business... you just saved WAY more than that.My bigger concern is he's not licensed..... and his communication about needing the 1k up front for the breakdown kinda late makes me a bit concerned about his future communication about costs
