I think that is reasonable, they did get back to me however they said they cannot provide receipts from housing authorities as they do not send them to owners as it would be very difficult of a process; I am taking that at face value.

His ruling basically stated that the CDC overstepped it's authority and interfered with states rights.

You may want to talk to your local taxing authority. 

Not even sure they legally have the authority to impact court processes under pre-existing contracts.

It seemed liked they just took the verbal authority from the buyer on all fronts, what he wanted the contract to say, including realtor fee and not paying earnst deposit.
