Obviously any safety items or roof leaks etc. have to be fixed. 

They are mainly looking for health and safety issues, and there should be a checklist on your cities housing authority website.

Better to focus on applying for help from your city for a place to live and have safety for your children and your credit score. 

Also the safety of having more equity does not make a whole lot of sense to me. 

Its more of humanistic perspective based on things that would be considered when researching the quality of living in a particular area e.i. the school systems, community life and activities, crime and safety and jobs.

If you do end up installing the bars with some kind of safety release system, you may be able to get 50% of that back from a temporary rent increase.
