Even if the landlord pushes the expense off on the tenant, good luck retaining people when you hit them with a $200 electric bill in the winter. 

Total annual mortgage cost would be $2100, but savings should be significantly more than that, even more when you factor in mortgage tax credits.I'm sure you're saying, "well you just replaced your oil/gas bill with an electricity bill"... 

Either to a contractor(investor)that does major rehabs or to a home owner if it is close to move in ready.

You just need a written contractors proposal to had off to Appraiser and lender will appraise to ARV, not purchase price on contract.

Get a quote from a reputable contractor if you don’t have enough experience to ballpark it.

So first time I made this post in another forum, a "pro contractor forum" lol, I was cut down, told I was stupid, and then banned for not being a "contractor" all in a couple hours.

I just got into a JV with an experienced contractor on a fix & flip and was wondering what kind of terms are common.

I got no clue on dealing with contractors. 

Thanks for the explanation @Curt Davis but If I'm not mistaken the property mgt. company role does not end on assigning a resident and collecting rent.What about ongoing fixes around the house (broken appliances, electricity issues, etc.) ?
