The San Diego working class units have great historical long-term appreciation (both rent and property).So for you I would look for a nice detached duplex to quad ideally with each unit having a private yard in a nicer part of a working class neighborhood that has a unit that you could be comfortable living in. 

I am concerned that title to property secured through a tax sale may never be "squeaky" clean.
