I could see a scenario where if it's based on individuals who "own" stake in a home, the numbers could be skewed upward based on multiple people buying homes together to solve the affordability issue. 1 Home, 5 Homeowners type of thing.

If you are willing to go a little higher on the downpayment, you can still use the DSCR program for a DSCR even lower than 1.0 but as he said 1.0+ is really where you'll find your ideal terms.
