If the “unit” above (using “unit” intentionally as it doesn’t matter whether it os owner occupied, rented, vacant, used as a smoke shop, whatever) is violating the HOA rules, your path to resolution is to the HOA Board, management co, etc.

It was a good property but it had not been updated in a long time, it was smoked in, and the landscaping was in disrepair.
