I honestly don't know the first thing about new construction homes and ive only done a few rehabs but I id guess that if no money has to be paid to acquire the land then there should be plenty of equity to be had.

That would allow you to access some of the equity you've created for yourself without selling.I'm actually in a similar situation as you. 

With the VA loan, you have access to a lot for a little less.
