. :)I see on the NMLS system you are indeed authorized to do business in all those states  there was a small test you could take back about 10 years ago that allowed you once you had a Oregon license to be basically grandfathered into most other state I think they called it the UTS test I took that and passed it in about 10 minutes the girl thought i gave up LOL.. took me longer to figure out how to use the darn thing than to actually answer the questions..

If I was dealing with this issue and the meter wasn't moving I would do the following:A) Contact the local water authority and have them test the meterB) Replace the toilet(s) or at the very lease install new gutsC) Put locks on the exterior spigots so only the tenants and you can use the water.

I told them everything was in storage and they could authorize someone to pay and pick up but they would have to pay unpaid rent, utilities, cleaning, repairs, moving, and storage costs.
