Issues are very different for a small welding shop vs a manufacturing/fabrication operation.A car wash will have environmental issues and storm water requirements.

Lowballing was ok.The idea was he could show the bank he could bring in multiple offers from serious buyers, obviously to increase his credibility, and argue for the buyers that six reasonably close offers set the market price.

Beats having to pick up coins and it makes it easier to make small increases on the cost to wash/dry clothes over time. 

In a short sale your goal should be to give the bank as many reason as possible to accept your offered price.I've seen shortsale packets assembled by investors that included lawn maintenance expenses, refinishing pools, stump removal, and sidewalk pressure washing.

We did a pretty major rehab on the place pulling up all flooring, doing an a.chemical wash on the wall.

Siding looks ok, vinyl, needs a power wash.
