I believe the primary intent of this requirement is that it allows the public to file a claim or at least a complaint against a professional his license and that will then become public knowledge such that it's easier to engage in due diligence on the part of the client so it's for the clients protection.

The intent of the N4/L1 is to allow the board to protect tenants at the landlords expense, the board introduced the L9 to protect landlords.If you want to drag out a eviction for 6 months or waste application fee money to get a tenant to pay rent by all means issue N4s to tenants.
