It's kind of like of pricing a sale listing low to generate multiple offers - lots of hopeful applicants shelling out application fees and falling in love with it, only to be disappointed.  

Its when a neighbor does something to their house or buys a new car and another neighbor try's to keep up or out do them.This is over improving in a nut shell.

Keep it simple, and offer with them paying their normal fees, as most offers they are comparing against will be structured that way.
