At closing at least in my state you are provided an estoppel certificate to deliver to the tenant identifying you are the new owner.

I would recommend doing a lot of research, or finding an experienced attorney, who can help you identify the best states to work from.

I believe if you have a magnifying glass and a book to see what it looks like, you can identify if it's toxic.
