I checked for a third meter for common electric and did not find it, nor did the utility company say there was one.I'm assuming that "factored into the rent" is just their catch all answer for being caught.

zero down is very tricky, even with subject to's because houses' almost always need some work and it's a lot easier to get homeowners to sign the dotted line if you can at least offer them a token amount (unless they're behind, but in that case, you have to catch up the loan).
