I just recently learned about the Subto community & have scratched just the surface. 

To meet the conditions we have to relocate the electrical service, do a drainage plan, service plan, meet a fire code on the existing buildings garage and pay an endowment to a park fund.    

I'm also surprised that you don't have to put in a road or drainage, etc.

If there are major changes talk to a Civil Engineer in the area that works in Land Development for a second opinion.Cut and fill (soil) can change the surface runoff but usually does not have an effect on the water table or aquifer.

Sounds like you want a hard surface, so you can eliminate carpet.

My personal property was built in 1924 and had wallpaper on every surface including the ceilings.
