exit strategies are different on all properties and sponsors so there is not a blanket answer to that question and it is typically market driven. 

With radio, we always did drive-time and would have the local radio personalities record the spots (we'd "sponsor the news", weather, traffic report, etc.).

@Jay Hinrichs For your first question, yes, I recently passed my exam and am in the process of working with a sponsoring broker to hang my license.
