I have been using a free one called vtiger.it has been going very well for me and my business.I do about 2-4 deals a month and it helps me track all of my projects and investments into those projects and to do lists etc. 

Just starting off, I am wanting a cash flow 4,3, or 2 unit property.

I offered them 5K relo, last month's rent free, and deposit if they move out by Dec 1st.

Debt service is not part of NOI.There is no calculation here showing your cash on cash returns, projected valuation, nor projected total returns. 

Looking for the best way to purchase another property with minimal cash up front.

Depending on the cause of the taxes it could be offset with write off's, deductions, carry overs, etc.You could always take out a loan through a cash out refinance to pay off or down the lien.
