I have some experience at this.what we did when we were buying SFR rentals was:1. new pex piping 2. new roof3. new HVAC mechanicals4. new waste line to the street. ( number one call we would get was backed up plumbing from root intrusion)5. upgrade electrical panel and wiring as needed.So we would look for homes were we could do these things the first month or so of owning them then put them into service.

Any circuit breakers installed before then likely don't have that capability but it's as simple as removing the panel cover, installing the new breaker and connecting the white coiled wire.

I think the main draw is that we have a panel of attorneys and people who worked with the DRE on the legislation and regs as presenters.There are many who will just rely on their attorney's interpretation of this, and if their attorney is right, they're in great shape!

I am converting all the electric meters back to one large upgraded panel, going to call the gas company to remove a gas meter, told the plumber I only need one gas line and upgraded the boilers and HWHs accordingly.
