I recently tried the "I'm the manager" play at a 19 unit in Berwyn that we just acquired.

I grew up on the Northside and that was my only reason to ever be over there.It's next to Braddock and most folks rarely mention "Braddock" without saying "warzone", so I would imagine it would be a high risk play to invest in Rankin.

Also, the type of loan you are getting plays a big role.

If it appreciates that will be a bonus.

But just as I dont feel bad for a thief being robbed, I dont feel bad for a landlord that tries to skirt the system, and then gets played by the same system he's trying to skirt.Do things right, and these things arent an issue

I have invested out of state, the values of my homes increased tremendously but rents did not so I sold it all and am looking for long term plays here. 

I would say, a basement is generally less desirable than above ground space but if you throw in a private bathroom it would be a bonus that might off-set the living in a hole issue.
