When you (investors) choose to pick up a rental property out of state, how vital is the knowledge of the subject's area to your decision making?

Request the death certificate from the local county vital statistic dept.

There is a huge vitalization planned there and a proposed Brewery that has already got a lease on a building.

The fix there is going to be a steam cleaning followed by steel brush with some TSP or oxalic acid (Bar Keeper's Friend) and digging out the top layer of the grout with an oscillating tool.There was no need to replace the tile around the fireplace to deal with that stain.

We never even thought we would have to replace the floors (there are multiple spots with deep gouges and what looks like carvings down into the exposed unstained wood underneath the top layer. 

As @Cody L. just mentioned, you could be contributing 44k into a project making you much MUCH more on the back end.However, the "Wholesale" is vital if you establish a pipeline of leads.

This adds an additional layer of risk and you really have to be careful here.
