If you are fixing and flipping then you wouldn't need a PM, but every deal an investor is looking to purchasing that is a value add strategy, you need a good GC and broker/agent.

I'm open to suggestion regarding strategy and location and willing to put in more work for better returns, but I certainly need to grasp a better understanding of the process to get started across the border. 

You can adjust them and shorter PPP's tend to have higher rates than long PPP's so keep these in line with you strategy with the property whether you want to hold long-term or refinance in a few years.If you're still looking for financing I'd be happy to help.
