I once paid a $53,000 assignment fee; I can say, it was extremely upset when I got to the closing table, but even with that $53,000 assignment fee, I will still buying at at .40 on the dollar.

Under the table is illegal. 

At one time they were trying to figure out how  to finance a $10,000,000 roofing and siding project but got bogged down with attorneys and all the mess that goes along with a project that size.

How about a modest salary during the hold period for the capital raiser, no big acquisition fees, disposition fees, or AUM fees/management fees that scale with size, a requirement to be full-time on the job managing the money, and large upside AFTER LP capital has been returned?

This mindset limits the size of investments I can pursue more than if I did not have this objective.   

For non-primary residences, they have to follow all of the following rules to receive a permit: - the property must be a minimum of one (1) acre in size (designed as a precaution to disturbances)- The building standards of the underlying zone district must be met - Adequate parking is provided - Defensible Space requirements are met - Valid water and sanitation must be demonstrated - No more than five (5) bedrooms are in the dwelling As time goes on, they continue to become more strict on the rules listed above here, and are actively regulating it.
