Don't buy in the roughest neighborhood in the urban core.

I have a quad that is well suited for workforce housing tenants, no where near a major college/university, not in the urban core, and have been there for years.  

Tucson’s urban sprawl covers a vast 230 square miles.

I would say that urban flight would only work if there are jobs in those mid-western cities with pay enough to cover housing costs at 30-35% of income.

We live in eastern Massachusetts and the pricing for multifamily homes or single-family homes are pretty high  in comparison to the rental income except in some of the more urban  and higher crime areas.  

Now, what you can do is provide a quality property to a low income individual and fix problems as they present themselves; that would be doing a huge service to them and to society.
