This gives me the right to send a Non-Renewal Notice enforced by the standard Unlawful Detainer. 

Unlawful Detainer (aka eviction) is a pain, costs you both time and $$$.It's cheaper by far to just 'buy them out' and I mean offer cash for the keys.You need to decide what to do with any abandoned property and how to handle the deposit, but you're after possessing.

If the landlord knows of unlawful or other behavior is happening, they have an obligation to take steps to rectify this issue- including evicting if necessary. 

I got the Unlawful Detainer judgment and now there's a civil action on record and they will eat the consequences in the future. 

Agreed with @Michael Hayworth, no one is going to mind the home of a terrorist being unlawfully broken into and shown to the public.

Does the paper you signed stating that you are moving in as owner occupant have any additional text about fines or punishment if you dont' move in?

Is that fair that an hoa believes they can just get away with crime and when they are going to be punished for their wrong doings, they cry like a child saying that's not fair, we don't deserve this?

After that, it is easy to take them to Small Claims; even if you can't garnish their wages or levy their bank account, at least you will have a Judgment against them and here in CA, that Judgment plus the eviction (Unlawful Detainer) will stay on both their court records and their credit report for 7 years.
