If it's really being damaged by the property next door, they (likely) have a legal obligation to prevent damage to  your property, much the same way you can't change the grading and cause flooding on your neighbor's property.

I thought I'd add the following update updateThe laws in Houston, TX have recently changed and now require grade beam tie-in of all footings, As a result, it's now much more expensive to set the house on a lot.

@Lindsey Thomspon wood rot (potential siding and window leaks), mold in attic could be a ventilation problem with the bathroom, ceiling damage from leaking bathroom above (in walls too most likely), water in the crawl space (poor lawn grading which is probably the reason for most of the moisture), just to name a few.
