If your establisthed enough that you are doing commercial deals in manhattan, Spanish Harlem may be too small potatoes for you but I think it has the potential to be a bit like what williamsburg and greenpoint were 20-30 years ago.

I can buy the argument that it should all be paid back (I had student loans many years ago, and I paid mine back), and I can also buy the argument that the amount cancelled is generally small potatoes and mostly helps those who never even completed a degree and drag the loan around like old luggage.
