Some of the rules seem a little unrealistic (like requiring we have ADA-compliant ramps...in a lake house...) but more troubling is that the township requires STR owners to submit an application that the board must approve, and then that must be renewed/reviewed/approved annually.

My first thought was to build a small multi-family, I was going to bring some friends into the deal to ad a network for fundraising, etc, and or potentially get plans in order, and find someone to sign to the loan, and give a down payment for an equity stake.I am young with very little capital and am in need of some advice to either affirm my beliefs or point me in a different direction.

As for the rehab, I agree with @Eric Greenberg this is a very heavy lift and depending on the area it may require things like a sprinkler system, alarm system, ADA accessibility, high voltage power, and several other things that can easily blow up a budget.

@Altaf EssaniHave you looked into this as I believe you may need to get special permits, confirm it meets zoning requirements and make sure the entire home is ADA which most homes are not as countertops are lower, light switches, no cabinets below sinks…

You also must know difference between a pet and assistance animal or emotional support animal and act accordingly to the HUD, ADA and other applicable laws and rules.
