Hey @Shuvrajit Mukherjee - First off, I am not a developer, but just wanted to ask some clarifying questions to better understand what data you are searching for.It seems you want data from the Multiple Listing Service (MLS) not NAR?   

These covenants are private agreements put in place by the developer or builder.

BTW, your "criteria" are likely just "rules of thumb" you developed (which is great!)

I am proposed GP with development / management experience, however my liquidity is tied up in a separate development initiative. 

Buy an empty lot in a development, in a nice area, at the "Correct" time early in the development.D.
