A property like this likely has a host of liens from contractors, suppliers, city code violations, etc.  

I compared them with all other local suppliers and you can't beat them in terms of quality and price - about 20-30% lower cost for the same specs material delivered.

In some place an exception is water and sewer because the supplier doesn't allow it to be in anyones name but the property owner.

Does your GC have 'special' relationships with various suppliers (such as drywall crew, framing crew, etc) where he/she anticipates significant cost savings? 

If you think a $50 piece of new pipe is expensive, wait until you find out what an oil spill costs...If you want another opinion, without incurring the wrath of the county or city, you might ask the oil supplier.
