@Deanna McCormick After managing that many Secion 8 voucher holders where do you side on whether to build a portfolio of rentals that target section 8 or to stay away from renting to them.

In which case, its just a purchase...Almost sounds like you need to find financing for a purchase WITH the current lien holder willing to release the lien for $30k. 

But if the county didn't notify a judgment holder then that's where challenges to the title come in.
