Question - Why do the total project costs not include the holding costs? 

We finance it through a LLC we setup and got a commercial loan for the property with 20% down by borrowing from a 401k. 

In most areas it is more cost effective to rent than to own (unless you want to be house poor). 

I find that converting the property into a duplex is a lengthy and costly process, and I want to start renting it legally without going through a long process, because I've spent for rehabs and don't want to put in more for now.

As much as anything like @Chris Seveney points out frequently the annual reporting can be complex and costly and its mandatory otherwise your running some serious SEC risks..
